Partnership development

A development plan for partnerships in Oxfordshire sets out the areas for work in the coming year.

Local service delivery is provided by a wide range of statutory, independent, private and voluntary sector organisations. We therefore need to work closely with our partners in order to deliver better outcomes and value for money for local people. This means working effectively at a regional and county level with the police, health, learning and skills council and other public agencies - and equally - at the local level with district, town and parish councils and local community partnerships.

The Oxfordshire Partnership is leading the development of Oxfordshire 2030 - a long-term strategic vision for the county. A wide range of partners are involved in this process through their involvement in the Partnership and the strategy provides a shared sense of direction.

Working with the Partnership, the county council has the statutory responsibility to ensure that a new local area agreement (LAA) is agreed with the government for the period 2008-2011. The aim is to ensure that the LAA supports the longer-term priorities identified in the sustainable community strategy.

The Development Plan

The purpose of the plan is to ensure that partnerships develop their governance so that they can deliver the outcomes set out in Oxfordshire 2030 and the Local Area Agreement.

This development plan sets out actions for:

  • the Oxfordshire Partnership - as the county-wide local strategic partnership, and
  • the county council - as the authority responsible for ensuring that a county-wide local strategic partnership and local area agreement are in place.

Partnership review

In February 2008 the Public Service Board commissioned a review of all the major partnerships in Oxfordshire. The aim of the audit is to identify the strengths of partnerships framework as well as areas for improvement. We hope to highlight areas of best practice through the review.

The proposed review covers all partnerships which have the potential to implement elements of the Sustainable Community Strategy and/ or Local Area Agreement 2. This will include county-wide groups, district based groups and groups representing communities of interest as follows:

  • Oxfordshire Partnership Board
  • Oxfordshire Public Service Board
  • District Local Strategic Partnerships
  • Children's and Young People's Partnership / Board
  • Health and Wellbeing Partnership
  • Safer Communities Partnership and the District Crime Reduction Partnerships
  • Oxfordshire Economic Partnership
  • Learning and Skills Partnership
  • Housing Partnership
  • Supporting People
  • Environment Partnership
  • Oxfordshire Waste Partnership
  • Climate Change Working Group
  • Voluntary Sector Development Partnership
  • Rural Forum

Results of the review will be reported to the Oxfordshire Partnership and Public Service Board and will be available here.
