First Local Area Agreement 2006-09
In 2005 Oxfordshire negotiated its LAA to deliver between April 2006 and March 2009.

- The agreement contains 34 priority outcomes grouped around the four blocks or policy areas (children and young people; economic development and the environment; healthier communities and older people; safer and stronger communities).
- Each outcome has clear indicators identified to enable us to measure our performance.
- Each indicator has a baseline pinpointing where we started from and a target of what our performance should be by the end of the period.
- A certain number of the outcomes have 'stretch' targets attached to them. This means that we have committed to improving our performance in this area over and above what would ordinarily be expected of us.
- If we achieve our stretch targets we will receive reward grant from government. There are 12 stretch targets in total.
- In addition to the 34 outcomes there are a number of additional commitments in our LAA. These represent the priorities identified by the Public Service Board as important areas of work.
Stretch targets
Our stretch targets are:
- to improve the gross value added of the Oxfordshire economy by providing skills to those without any qualifications focusing on NVQ level 1 or higher in certain priority areas
- to increase GCSE achievement specifically 5 A*-C passes (including English and Maths) and the achievement of children leaving and those in care
- to reduce the number of falls among older people living in care homes
- to increase the number of older people supported to live in their own home
- to reduce re-offending by young people
- to lower the incidence of domestic violence by promoting early disclosure, effective response to disclosure and ready access to resources to increase the safety of victims
- to reduce the rate of re-offending by adult and juvenile prolific and priority offenders
- to improve the global and local environment through the reduction of waste sent to landfill
- to improve the overall cleanliness of Oxfordshire
- to increase the number of affordable homes in sustainable communities

Annual refresh
The LAA is a living document which means that each year we are able to 'refresh' it. The LAA will evolve over time to reflect the improvements in partnership working in Oxfordshire. The refresh enables us,
- To make amendments to existing outcomes where necessary. For example we have found the need to adjust some of the targets due to clarification of baseline data and monitoring.
- To include new outcomes and targets where we have identified them as a priority for partnership working
- To incorporate new mandatory outcomes from government which are linked to national priorities
- To pool additional funding streams through the LAA
- To agree freedoms and flexibilities to improve local partnership working and service delivery
Our first annual refresh was submitted to government in December 2006 and will be agreed for implementation from April 2007. The refresh should be read as an addition to the original LAA document (.pdf format, 176 Kb).
