Environment and Waste Partnership
The Environment Partnership and Oxfordshire Waste Partnership (OWP) were brought together in 2009 following the review of partnership governance in Oxfordshire. The two partnerships remain distinct but are now working closely together as one partnership with shared agendas and minutes and are referred to as the Oxfordshire Environment and Waste Partnership (OEWP).

Formed in 2003 OWP works to reduce waste, increase reuse, recycling and composting and minimise the environmental impacts of waste.
Since April 2007, OWP has operated as statutory Joint Committee, meaning that the partner councils have made a legally binding commitment to work together on waste management issues. The Environment Partnership was formed in 2008 replacing the former Environment Group to lead on environmental priorities for the Oxfordshire Partnership.
Membership
The Oxfordshire Waste Partnership joint committee is made up of representatives from all five district councils and the county council. The Oxfordshire Environment Partnership has members from governmental and non-governmental organisations in addition to representatives of all six Oxfordshire councils. Both partnerships are chaired by Councillor Ian Hudspeth.
Roles and responsibilities
Oxfordshire Waste Partnership agreed a Joint Municipal Waste Management Strategy in January 2007. This outlines plans and targets for dealing with Oxfordshire's municipal waste through to 2030, including:
As a minimum, a recycling and composting rate of at least:
- 40% of household waste by 2010
- 45% of household waste by 2015
- 55% of household waste by 2020
Working to reduce and reuse waste at home, school, work and in the community.
Building new waste facilities to recover value from non-recyclable waste.
Working together to ensure that new waste facilities are built in suitable locations.
Improving waste management services by working together through Oxfordshire Waste Partnership and with others.
The Oxfordshire Environment Partnership has responsibility for a number of priorities in the Oxfordshire 2030 strategy. These are:
- Reduce carbon emissions by 50% by 2030 and improve water and energy efficiency by public sector organisations, thereby setting an example for businesses and communities in the county.
- Support efforts by individuals, communities and businesses to respond to climate change and to improve efficiency in their use of water and energy.
- Minimise the effects and risk of flooding.
- Work to prepare for and adapt to inevitable climate change.
- Preserve and enhance the biodiversity of the county.
